In 1966 the United Nations met and passed the International Covenant on Civil and Political Rights. In 1990, the Conference on Security and Co-operation in Europe (CSCE) met and ratified the Copenhagen meeting documents. These documents are both over 30 years old. To meet compliance: remove all driver's license requirements, standardize primary and presidential ballots in every state, and allow secret absentee ballots.
