In 1966 the United Nations met and passed the International Covenant on Civil and Political Rights. The covenant, which can be read here: http://www.hrweb.org/legal/cpr.html , outlines the political rights of citizens of countries within the United Nations. In 1990, the Conference on Security and Co-operation in Europe (CSCE) met and ratified the Copenhagen meeting documents. They can be read here: http://www.osce.org/odihr/elections/14304?download=true , and an abbreviated version detailing election policy can be viewed here: http://www.osce.org/odihr/elections/19114?download=true . These documents are both over 30 years old. To meet compliance: remove all driver's license requirements, standardize primary and presidential ballots in every state, and allow secret absentee ballots.
