Reform public housing.

A reform is needed for public housing. Homelessness causes violence, and wastes human resources.
Whenever there is a foreclosure we should let them keep the house.
If they have a job this can be done through wage garnishment.
For the homeless we can offer them a home, as long as they agree to join a government work program with specific set wage garnishment.
If they have a dependence on drugs we can make it a requirement to join a rehabilitation center.
This act would put people in homes and give them jobs, decreasing poverty, and violence.
This could be easily done as long as we require direct deposit at a government bank.
