Reform the Railway Labor Act of 1936: Stop endless negotiations. Allow a Labor force to strike with a vast majority vote

Reform Railway Labor Act of 1936. 
This act is ment for a fledgling country in an industrial revolution and is outdated.
Stop open-ended labor contract negotiations. Easily allow a labor force to strike that receives a vast majority vote to strike from its members.
  Inact a firm timeline (2 yrs max) for contract negotiations to end that will release a labor force to self help (strike or lock ins). Outlaw labor "scabs".  When agreed contract nears amendment date new contract must be agreed upon prior to current contracts expiration or whole labor force has right to time off with out pay.  Hold companies to agreed contract and solve grievances rapidly.
