WHEREAS, the Apportionment Act of 1911 fixed the number of members of the House of Representatives at 435; and
WHEREAS, since the Act's adoption the national population has increased so that the constituency of each Representative has more than trebled; and
WHEREAS, it is the sense of the People that it is beneficial to fundamental democratic principles to return the proportion of Representatives to constituents to 1911 proportions;
WE THE PEOPLE petition our government to amend this act, increasing the number of Representatives to reflect 1911 proportions beginning with the 115th Congress; and further, to develop uniform, independent standards for reapportionment and election conduct, requiring states to conform to such standards, or be denied certain federal funding.
