Reform the Second Amendment in a way that fully protects responsible gun owners, while still decreasing gun violence.

Instead of an outright ban on certain weapons, create a better background check and licensing system. Break gun licenses down by category. i.e.
Basic Rifle/Shotgun
Handgun/Conceal Carry
Assault Weapons
Automatic

When ownership of a gun is desired, one may obtain a license for the respectable category it's in by getting a background check, and taking a specialized safety class for that category, much like a hunter safety course. Along with this, allow display of permissions to be convenient, without requiring carry of multiple licenses. Perhaps they could be displayed on the person's ID, with the ID being presented upon any firearm purchase.

This kind of reform has the potential to create open positions for instructors, while making a safer country, and still maintaining rights.
