Reform the section 8 program by making inspection and lease writing process faster, and letting tenant pay landlord.

Most landlords will not take section 8, because it requires them to lose 1 month's rent due to the time it takes for a physical inspection of the apartment, and because it complicates their bookkeeping. If the tenant can be paid the rent money directly, they can include it with their portion of the rent in their monthly payment to the landlord. Also, the section 8 program should be made to run faster so landlords will not have to lose 1 or 2 month's rent. More staff needs to be hired in the departments of housing authorities that do inspections and write leases so the whole process could take less time.
