On the first day of the new congress. Propose to the Senate via the Vice President of the United States through his role as President of the Senate. That Senate rule 22 be reformed such that the physical limitation is restored to the process of Filibuster.
Any Senator shall maintain the right to voice opposition to any legislation before the Senate but for only as long as the Senator can stand and hold the floor. When the Senator has finished voicing his opposition or can no longer physically hold the floor the vote shall proceed.
Eliminate the Motion to Proceed as a mechanism to permanently put on hold legislation or Presidential nominations before the Senate.
Eliminate the procedure for secret or anonymous holds. All holds shall identify the responsible Senator(s).
