Reform Social Security To Allow All Who Have Completed Their Quarters To Withdraw Their Monies (All or Partial) Untaxed!

All United States Citizens whom have contributed to Social Security and have completed the required quarters (i.e. currently 40 quarters of qualified earnings after the age of 21 to be fully covered) to take out all or partial amounts (one fourth, one half, three fourths, or full).

Allowing American citizens this option who are currently unemployed, underemployed, in a non receiving pay status, disabled, etc... will provide citizens with a means to help get out financial debt, not have to go on welfare, lose their homes and/or a host of other issues we currently face as good law abiding and hardworking citizens. Once the individual is back to a state of solvency (i.e. gainfully employed and receiving consistent checks again), they can start paying back into their Social Security account.
