Welfare reform has been a problem that needs to be addressed when speaking about our national budget. There are people who legitimately require assistance to recover from job loss, long-term illness, or needed vocational training. Testing for illegal drug usage can weed out recipients who are abusing the system and taking benefits from someone who is truly in need.
