Reform social services to require drug tests before granting services paid for by United States citizen taxpayers.

There are many who are concerned with the 35% of the gross national budget that is used to support the Health and Human Services commission. It would be unwise to cut funding for or abolish this great organization. It would be very helpful though to be sure that the people benefiting from these services are not at the same time breaking laws by using illegal substances, which would also be proof of extra income which might be used to cover the cost of the services. It is also advisable that the people who are receiving government aid be required to participate in service to the community thus contributing to the community that is supporting them.
