Create a new social welfare program which requires physician approval for permanent benefits to those that are mentally or physically incapable of working. Instill a 1 year limit on benefits to able working citizens. Require that those able citizens who wish to receive benefits work community service every week to better this nation. If someone is legally working and still cannot make ends meet, allow them social benefits, to an extent, after verified proof of employment, but remove the benefits for those who CHOOSE not to work and to drain this economy.
