Reform the Tax Code to make it simpler and easy to understand for average Americans

The tax code is outdated, a bureaucratic nightmare, filled with caveats, special interest loopholes, and is not clear to an average American person. The Internal Revenue Code was last reformed in 1986 (27 years ago), and before that it was reformed in 1954 (32 years prior). Instead of being a 7000+ page balloon longer than the Bible or all of the Harry Potter books combined, it should be significantly shorter but also be significantly clearer.
