Tax businesses at at a given rate (maybe 35%) but have tax breaks based on number of jobs kept in America, pay disparities between highest and lowest paid employees, as well as other options. A typical small business should be able to make all of the tax breaks and pay 0%. While a good HONEST AMERICAN large business which pays workers a living wage and doesn't over compensate executives should also pay minimal taxes.

Personal taxes can be determined using a simple scale such as wage/10000 (1% for every $10000 dollars). That number is negotiable. Up to a given max.

This will allow for businesses to create jobs and have the wealthy pay a fair share.
