Unemployment had become a way of life for many citizens. They play the system by maintaining a job long enough to redraw unemployment. We should give citizens a reasonable amount of time to find a new job and if they are unable to find one put them to work for local and state governments to contribute back to society. Give them a four hour workday so they have time to continue their job search. If they don't show up they do not get paid for that day. We also need to do drug testing on people receiving employment. These measures would allow states to utilize their budgets more because they would be receiving extra help from more people contributing back to society instead of only receiving.
