Set a Quota: By Year 1 5% of Sneak&Peak searches have to be directly related to terrorism. Every year the quota will raise by an additional 5% and ultimately hit a cap of 25% at Year 5.
The government is not allowed to search beyond what the warrant states. If this occurs it is a violation of the 4th amendment.
An individual must be present if they are subjected to “sneak & peak” search.
