The United States Postal system continues to lose money endangering its survival. We propose that the postal system be reformed to ensure its survival including the consideration of the following proposals:
1. Reduce regular residential delivery to three days a week.
2. Reduce regular business delivery to five days a week.
3. Allow the postal commission to raise postal rates to a level that will allow for the creation of a postal trust fund to cover expenses during times of reduced demand for mail.
4. Change the requirement that postal employee retirement systems be paid for by postal revenues.
5. Acknowledge that the postal service is a critical service provided by the government and provide necessary funding to support this service.
