Welfare recipients shall be given 6 months of welfare given without need of repayment regardless of the total amount of time on welfare. Recipients shall be held responsible for the full payment of welfare funds that shall be equal to the amount of the funds received on the welfare program. States shall create terms of payment with respect to and the agreement of each recipient. After two years on welfare, each recipient shall be given a two year grace period in which no welfare funds shall be given nor any payment of funds made due. Once the grace period has elapsed, each recipient shall begin payment according to the agreed upon terms of payment until the funds be repaid in full. States shall be given authority to prosecute those who do not meet the set terms through criminal courts.
