Reform Voter registration so that Emergency Response workers can vote regardless of where they are deployed.

As a result of the timing of Hurricane Sandy many emergency responders and relief workers were denied their right to vote in the election. It is necisary that every individual be afforded the opportunity to vote even in a disaster, if we can allow our troops in far away lands to vote then we should be able to allow our friends and neighbors to do so, especially while helping those in need.
