The military spends well over $300 billion a year on construction projects, both in the Military Construction (MILCON) program and through Operations and Maintenance (O&M) funds. Funding for MILCON projects is hard to obtain, and most installations can only hope to get one approved per year. MILCON money or Congressional approval of O&M funds (which is difficult to obtain) is needed for all new construction over $750,000, and all repairs over $2-5 million. This seems like a lot of money, but for government-funded construction $750,000 often doesn't build much. These rules have created a culture of building inadequate facilities up to the limit of $750,000 and repairing facilities that should be replaced to save money in the long run. At the very least, increase the O&M limits.
