Reform the way we choose Representatives to the U.S. House

Amend the Constitution to change the way we choose members of the House of Representatives by:

1.) Enlarging the body to accommodate one Representative for each 22,500 registered voters in each state.

and
2.1) Requiring that state legislatures use system of Proportional Representation to award seats in elections.

2.2) Requiring that congressional districts are comprised of no less than 20 seats, to be apportioned to the parties according to their support in an election.
