Reform welfare.

I propose mandatory random drug tests enacted upon those receiving welfare. Those who refuse to be tested simply lose the welfare support. Those who return with positive levels for drugs must go to government funded rehab in order to deal with the addiction. This will both decrease the amount of illegal drug usage in poorer communities and creating jobs to care for those in rehab. Once time in rehab has finished regular welfare will again be established with that person. The persons tested are to be pre-determined the day of and will not receive notice of more than 2 hours. If the person can not be reached a letter is to be posted stating that they have missed a drug test and must go to a government clinic within the next 72 hours or they will forfeit welfare benefits.
