Require those receiving welfare check to work for that money. The work can be simple, such as cleaning garbage on roadsides, filling pot holes, replacing water pipes, etc. Than, since it is considered a pay check, they can now pay taxes.
Enforce a stricter policy on food stamps. As of now, I see recipients buying expensive food, such as steak and lobster. Food stamps should be to help people get by, not live it up. Allow only the basics, vegetables, fruit, hamburger, tuba fish, bread, etc.
