Reform Welfare and totally overhaul it so people arent using it as a job but as the assistance needed for a short period

Totally overhaul and audit welfare. So many people use it as a job and take advantage of it. How many times do you go in a store and see people using it for things other than food for the family. It should be for the people who fall on hard times and need it for a short period of time not for those who are lazy, sexually careless, etc and abuse it
