Welfare needs to be reformed! Welfare is a wonderful idea, but far too often, it gets severely abused. Millions of tax dollars are going to the Welfare program, and irresponsible users are spending their money very unwisely. I suggest the welfare program for the State of California be reformed by drug testing potential applicants and/or reinstating the rule that one person may not use welfare for more than two consecutive years, and reinstate the five years lifetime benefit. I believe that by reforming this program, tax dollars will be able to go to more useful programs, and will most definitely improve the economy.
