reform welfare programs

As anyone can determine after doing minimal amounts of research, the United States spends billions on welfare. We spend $132 billion on welfare programs annually. Most of the people that receive the money misuse it. Some regulations Obama can impose is that stop strip clubs, fast food joints and casinos from accepting EBT cards. Drug test everyone that has been convicted of a drug violation or drug test individuals on welfare if their immediate family members have been convicted of a drug violation. A person must be employed within a year of being laid off to be eligible to receive welfare in the case that they are laid off yet again. We need to help those that actually need it. We don't need to help those that aren't willing to help themselves.
