Welfare Recipients may oftern use their resources on behaviors which may increase health care cost.

A quick solution would be to add a drug screening program:

If you want a government check you must get an onsite Urine Drug Toxicology and Alcohol Breathalizer test. If either is positive no check will be given until a doctors note is provided explaining the abnormal result.

Ethics: If the government is to provide healthcare and welfare to citizens it should promote better choices through reforms thus providing cost savings in terms of better health outcomes. In addition discouraging behaviors which could effect ones ability to be employed; ensuring a strong healthy workforce benefits everyone.
