Reform the Welfare system to actually help Welfare recipients improve their quality of life.

This petition proposes that welfare be reformed to offer government assistance in a tiered format that encourages individuals on welfare to continually pursue higher earned income, instead of discouraging them from making more than a certain amount before assistance is cut off entirely. This petition also proposes that certain welfare funds are allocated toward assisting low income people who are currently pursuing college or vocational degrees, to support and encourage higher education and job training in poverty-stricken families. This petition also proposes more strict checks and balances in welfare to insure that money allocated for children in low income families is spent on/for the children themselves.
