The welfare system doesn't encourage the people who need assistance to get back on their feet and to enhance their own skills, education and productivity. This system promotes a culture of dependence on the government, which seems to pass from one generation to the next, keeping these individuals from becoming contributing members of our society and prospering. 1.Require all welfare recipients to undergo drug testing before the receipt of any assistance. Drug testing should be repeated monthly before the receipt of any check or food stamps. 2.Require welfare recipients to work or take courses that give them skills/earn degrees. Create jobs that benefit our country in some way. Recipients should work for these programs until they can find jobs giving them financial independence.
