Reformation of prison systems to reduce spending.

Why should prisoners get better treatment than students and the sickly? More money goes to prison facilites than schools and hospitals. The prison system is severly flawed. The rate of reoffending is above 70%, so obviously something isn't working. The high rate of 47 billion dollars (2008 statistic) has to be changed if nothing else. Prisoners have a lot more rights than nessacary. For example, prisoners have the right to pornography, cable tv, and heating and air conditioner in many prisons. Many free citizens do not have these rights due to poverty, which could be lessened by the reformation.
