Incorporate a system where welfare recipients trade their time (volunteer) for welfare benefits.
Rather than employ such a vast federal labor force, replace jobs with volunteers claiming unemployment, food stamps and benefits from other welfare programs.
This would cut the cost of running the government, and provide new skills and connections to many more people.
Different requirements could be created such as 10 hours of service to qualify for food stamps, etc. The possibilities are endless, and it could lower costs while increasing benefits to tax payers.
It is a viable option that should be discussed as a solution to solving the welfare dependency issue that has been created over the past few decades.
