Refrain from committing military personnel to combat in absence of a formal declaration of war.

Article 8 of the Constitution of the United States of America places the responsibility of engaging in war into the hands of congress, those representatives closest to the people. Congress abdicated this responsibility after World War II. The result has been war, not peace, has become the norm for our nation. Korea, Vietnam, Iraq, Afghanistan, and other conflicts have been waged without sufficient congressional debate. It was not the intention of the founding fathers that the horrors of war should be entered into lightly. Let us return to a state where war will be waged only after full consideration by our representatives.
