When the power goes out due to a storm and it takes the utility company a week to restore service, you get a credit for the time you were without power. Each year, working Americans pay roughly 30% of their wages to the government to fund public services. Our government failed us miserably, cut a SIGNIFICANT number of services, and took 16 days to restore them. Both sides are at fault. If each side would work TOGETHER for the common good, this sort of thing would not happen. It did, and the gut reaction from most Americans is "vote those jerks out!" Why not instead, prove your sincere desire to SERVE the electorate that placed you into power. Apologize for this outage and refund the taxpaying American public on this year's returns for the 16 days, like any good service provider would.
