Refund Social Security and Medicare taxes to the H1B visa holders when they leave the country.

We, the H1B visa holders that come in thousands every year from all around the world to work in the speciality occupations that cannot be filled by the US citizens, work really hard to increase the American businesses and pay all the taxes which includes Social Security and Medicare taxes, and still when we are forced to leave this country which we have made our home for a long duration of our career at the end of our H1B visa period, if our greencard is not filed by our employer or even if filed and is rejected at a later stage (Unbearable years of waiting period!) we are not paid a single penny in benefits, even if we have completed full 40 credit hours (about 10 years) of work. We should either be refunded all this money on leaving USA or they should not be deducted from our paychecks!
