Refund some of the visa fees to applicants denied travel visas to the US, save national security concerns lax process

Many travel visa applicants from relatively poor nations save their hard earned money to pay for the fees. If and when rejected we should rip them off by not refunding part of the fee minus some administrative cost. The whole visa issuance policy is not pro-business in that save the national security risk concerns, all visitors end up spending money in our country through airlines, hotels, shopping and upkeep. So we should have a more laxed admission system while investing time and means ensuring that they don't overstay their visas. As I see it we aren't fully tapping enough into this potential income generating venture due to our stringent visitor visa policy
