Mr. President, you should not travel to Russia in person in 2013 to meet with President Putin. It is not required to have the head of state continue arms and trade talks and to obtain cooperation on the NDN route for military cargo in and out of Afghanistan; other lower-level officials can do this.

You have just signed the Magnitsky Act for Accountability into law, a first step toward ending impunity for the death of Magnitsky and other victims of official human rights violations.

In retaliation, Putin and his controlled parliament have engineered an "anti-Magnitsky" law halting US adoptions of Russian children, some very sick. Putin has also kicked out USAID and banned foreign funding of NGOs.

Such behavior must not be rewarded with a presidential summit. Wait for progress first.
