Regarding visiting visa for my elderly parents

Hi,
My parents, Mr. Benjamin Wiseman and Mrs. Mariammma Mazhuvancheril
Joseph(interview confirmation no - Mr. Wiseman - A002VHW2P and Mrs. Wiseman
- A002VHW7N) went to the US consulate for their visiting visa interview on
3/1/2013. This being their second attempt at a US visiting visa they were very exited.
Unfortunately their visas were rejected.( a second time this time around)
The officer who interviewed them told them that as per some US law they
cannot be granted a visiting visa. No further explanation was given to them
as to why they were not granted a visa and were asked to leave the
consulate.
I being an honest, hardworking and taxpaying American, would like to know the reason for the denial, no run around.

Please help me here.
