Every gun should be registered on a yearly basis. The act of registering a gun should be a contract with the state and the federal government that the registered owner will take full responsibility for any act committed with that weapon. All gun owners should have a registration number. Guns should only be sold to registered gun owners. Sales to individuals not in the gun owner registration database, should be prohibited.
Register the sale of all ammunition to registered gun owners. Only individuals with a gun owner’s registration number should be allowed to purchase ammunition. The sale of ammunition should be tracked in the same national database.
Gun registration fees should pay for this program, and local police departments should be responsible for registering gun owners.
