Registration of all guns to citizens and foreign purchasers within the United States. Every gun will have a named owner and that owner will be responsible for the activity of that gun. Manufacturers, Owners and Dealers will be the registered owners until the guns are sold. A federal data base of information will aid law enforcement and curtail criminal activity. The law will have no effect on law abiding citizens who collect firearms or sporting enthusiasts who enjoy shooting for sport.
Severe penalties for people removing serial numbers on guns. Appropriate penalties for owners who have allowed their guns to fall into the hands of criminals or who's guns have accidentally harmed or killed anyone. Similar to the responsibility of automobile owners.
