Regulate and adjust the salary of Congressmen in accordance to their approval rating

The salary of Congressmen should coincide with their approval rating. For example, If their salary is supposed to be $100,000 and their approval rating is only 25%, they get paid $25,000 for the year, not $100,000. If a regular man does not do his job, he does not get paid. Same should apply to Congress.
