Regulate and monitor residential treatment facilities

Residential Treatment Facilities are estimated to care for 50,000 children in the USA are often unregulated, understaffed, under trained, and abusive organizations that account for an estimated 25% of childhood mental health care spending in the US, often at the taxpayers expense through the school system. Many are only accredited through the JCAHO, which is inteded to accredit pharmacological and surgical institutions not extended care psychological care.
We ask that the Obama administration create a body to regulate and monitor these institutions so that abuses and incompetence can be prevented, and stiff penalties to be enacted on abusive centers.
