Regulate banks to restore Alt-A underwriting for legitimate Small Businesses loans to grow and purchase real estate

With the recent Fannie Mae and Freddie Mac troubles, and the mis-categorization of all bad or poorly underwritten loans, so called "liar loans" the ability to obtain "any" Alt-A type underwritten loan has been all but eliminated.
This means Small Business can not apply (a) for loans that are used for business expansion, and (b) purchase homes with home loans at preferential (low 30 year 4%) interest rates.
Small business is recognized as the backbone of the country, and relied on stated income loans to obtain capital.
With the capital markets essential frozen, the whiplash effect of tighter lending standards, has crippled small business, which in turn has crippled the economy.
Small business cannot grow, small businessmen who are involved in real estate, cannot purchase properties.
