Regulate Bullets.

The 2nd amendment of the Constitution gives citizens the right to bear arms (with the intention of having a well-regulated militia), but makes no mention of ammunition. The Petition proposes that the federal government should consider regulating the sale and possesion of ammunition (bullets and/or gunpowder). Automatic weapons and high-capacity magazines are harmless without bullets. Guns are relatively easy to manufacture (and it may be possible to "print" them from the internet using "3D printer" technology), but bullets require a propellant which is difficult to manufacture. By regulating either the sale or possesion of ammunition, it may be possible to greatly reduce the threat of violence imposed by criminals, anarchists, and insane people who use guns.
