Regulate bullets and ammunition the way we regulate OTC Sudafed: heavily tax bullets, limit and track sales.

We may not be able to take guns away, but there is no good reason why we can't impose strict limits on bullets and ammunition. We already do this with Sudafed to limit meth labs, we can do it with bullets to limit mass shootings. Impose a heavy tax on sales of all ammunition immediately. Limit sales of ammunition to one box per time period per buyer, require government issued ID for sales, log all sales into a national database that is funded by the tax on the ammunition. Sellers of ammunition must check the ID of the buyer against the national database for red flags prior to any sale. Sellers are liable for bullets sold illegally (as pharmacies would be for Sudafed sold illegally). Create a bullet buy-back program, funded by taxes of ammunition sales.
