Instead of raising the minimum wage and risk higher unemployment, regulate businesses to lower prices for those at or near poverty level so they can afford the means necessary to live. Use a job card with income recorded to show proof of income. Let businesses charge what they want for those who can afford it, but give a cost of living discount for those who cannot.
