This petition seeks to further regulate Congressional redistricting such that each district may be drawn using 10 or fewer border segments. Each border segment may be drawn in only one of three ways: 1) along a county or state line; 2) along a natural water way; or 2) along a public road. Existing districts must be redrawn to comply with this new regulation. State government presently has the right to redraw district lines, but Congress has the power to regulate redistricting. The purpose of this proposed legislation is to prevent bizarrely shaped districts that have 1) created unfair electoral advantage, 2) polarized politics by lumping voters according to political inclination, 3) reduced the voting power of political minorities; and 4) created unreasonable burden on some voters.
