The cost of labor to staff stores for these extended hours digs a deep hole into profits. Smaller retailers do not always have the staff levels and/or payroll to open for the hours required by the landlords; if they do not follow the required hours of operation they are fined.
Federally recognized holidays are very busy days however, they most often are accompanied by long weekends, businesses generate sales throughout those days.
