Creation of law regulating the frequency of hiring temporary employees for a specific position.

Corporations are abusing the use of temporary employees to avoid hiring part-time or full-time employees to eliminate paying benefits and raises. They are hiring and terminating the same exact positions and justifying it as a reduction in force or seasonal assignment and immediately rehiring for the same position. The corporations are then advertising to the media and wall street that they are creating jobs. Jobs? Yes, maybe for only a period of 90-120 days with no real stability or job growth.
