This petition requests that the federal government enact stricter federal laws regarding dog and cat breeding to supersede those included in the Animal Welfare Act (AWA) and at the state level. It is time this issue gained federal oversight since clearly the states are not doing enough to prevent dog and cat overpopulation, pain and suffering.
At minimum, this petition requests that the federal government enact sweeping legislation that accomplishes the following:
1) Requires dog & cat breeders to be licensed by the federal government
2) Limits licensed breeders to one per state, per breed
3) Limits production of animals to 2 litters per year, per breeder
4) Makes breeding by unlicensed breeders as well as private owners of cats and dogs illegal & punishable by fines & prison terms
