Regulate Domestic Animal Breeding for all 50 states.

We, the undersigned, ask the government to regulate domestic animal breeding within all 50 states by requiring licensure to breed or keep un-altered pets and ongoing continuing education to maintain such license. Far too many pets end up as strays, suffering, hungry, in fight rings, and in high kill shelters where they have slim chance of adoption because of irresponsible breeding and ownership. The every day backyard owner should not be allowed to breed domestic pets without proper training in breeding, population control and maintaining lisensure. We asked animals to walk beside us in life. We bred them to be dependant upon us. Let us do the right thing by them.
