regulate how the US interferes with foreign countries and how we operate in those countries.

The US needs to be regulated on interference with other counties by having a committee to decide how government officials and how American citizens should act in those countries. The US should have rules on how we operate due to rising concerns with actions the US has taken with third world countries that we believe are being treated wrong. Not all countries will benefit from democracy and not many countries will appreciate the invasion of US troops and diplomats.
